Compiling icons to dll

Can anyone recommend an application to do this or point me in the right direction to do it manually, have tested 'Gconvert' but it does not make the same index as before when adding icons again.

@Icon Sushi is a quite old program (2007), simple but very powerful to manage icons and libraries: http://www.towofu.net/soft/e-aicon.php
