DataBase : PostgreSQL fails to initialise

AMS 8.5.0.0 on Windows 10 RTM

also tried manual require statements and manual package.loadlib on exports etc.
always fails at my end.

excluded the built Runtime from 'Windows defender' just in case, no go

(hav'nt tried on previous OSs)

Am I missing something here ?

LuaSql has had some updates i believe, if related

FYI: SQLite3 behaves as expected, MySql and all others initialise
