Unexpected Warning #1909

While testing an installation, I receive "Warning 1909 Could not create Shortcut nameOfSomeFile.lnk. Verify that the destination folder exists and that you can access it." My questions number three:

1. What is happening here?
2. Why is the answer to question #1 happening?
3. What can I do about it?

Please attach the project file, so I can see what you are actually doing in the MSI. Just from the warning it is impossible to conclude what actions are being performed. You can attach the file (possibly zipped), after clicking the "Go Advanced" button when you reply.

Thanks for the reply. We corrected the issue: the installer project was set up to try to create shortcuts to these files on the start menu; choosing "File Properties"->"Shortcut" for each of these files and unchecking the box which says to try to create such resolved the issue.
