Why if OnInitializa a page, I set %PreventPageClose%="true"
it can be close using Alt+f4??

That command just affects current page, read the section in the help files and you'll understand it better...

Alt+F4 closes the application not the page. You should use
%PreventApplicationClose%
not
%PreventPageClose%
if you wish to stop them closing it. Dont forget to set it to false at some point before they are ready to close it tho or they'll get pretty upset when they have to Ctrl+Alt+Del to close it.
