Starting a website from cd

How do you burn a website to a cd? I designed 2 websites one of them in flash the other in html. The flash cd started automatically the html cd didn't? Why is that? Please help confused newbie.

Hi - is this html cd using AMS with the html embedded, or is it a bunch of html files on their own?
