Bug? - Language file fails to load with Windows 98

I've got a project that runs fine on NT, W2K, XP but fails to run on W98/WinME get error:-
Failed to load language file F:\\Client\Windows\Automenu\amslng.9
and then another error :-
There was a problem loading one or more graphic images. Did you forget to copy the DATA directory.

Is this a bug? Any ideas?

Did some more testing and found by creating a new project and importing the old pages, the problem went away.

Must have been a corrupt project file?
