image transparency impossibe???!?!?

I have been trying in both Photoshop and paint shop pro to get an image (of a person - sillohette) with the background white - and I cannot get the transparency!!!! I have used BMP, PCX, gif (not supported), jpgs, tga, tif, --- nothing!!! Any help with images !!!!
