irsetup crashing on ShellExecute for a URL, win95 OSR1

I'm using 5.0.1.3. I've created an install that does a Shell Execute Open URL. This casues irsetup to crash on win95 OSR1 machine (along with a nice stack dump if anyone's interested). It runs fine on win2k, however. Any suggestions? I hope it's not a buffer overflow problem (it's a fairly long url).

More information: I created default setup project that _only_ shell executes a url (After Installing). No files copied, nothing but default screens. Same problem, and a short url.

Forget about it! IE won't even run on this stupid 95 box!
