language specific system files

When creating a setup routine for France, how do I get hold of any French system DLLs ?

I understand that the dialogs change per language, but my English DLLs such as the vb runtime, "might" not be compatable with the French.

How do you guys create setups for other countries ?

I already subscribe to msdn prof, but I've found nothing specific. I was hoping for a more informed response.
