    I am trying to have the installer open/launch a file which is located at:
    C:\WINNT\SYSTEM32\appwiz.cpl

    I tried to use execute and open document but it won't work. I can launch the above by using Start --> Run and place C:\WINNT\SYSTEM32\appwiz.cpl and click Ok. How can setup factory launch that file for the user?

    Any particular reason you want to launch the "Add/Remove Programs" control panel applet from a Setup Package?

    Short Answer:
    Execute "C:\WINNT\SYSTEM32\rundll32.exe shell32.dll,Control_RunDLL C:\WINNT\SYSTEM32\AppWiz.cpl"

    instead of the trying to execute the *.cpl by itself, and that should launch the applet.

    Make sure you specify COMPLETE paths in the command line and be careful of the spaces and punctuation.

    Basically what this does is use rundll32 to execute a function "Control_RunDLL" within shell32.dll and passing it the "C:\WINNT\SYSTEM32\AppWiz.cpl" argument as a parameter.
