entry point LsaRegisterPolicyChangeNotification could not be located

When running my install procedure, on different systems i occasionally get this error message.

"The procedure entry point LsaRegisterPolicyChangeNotification could not be located in the dynamic link library SECUR32.DLL."

what would cause such a message.

one of my clients has experienced the same error. installer was created using SF 6, updated to latest release

any suggestions?
