Is this feature available so we can set it using the scripting language?

I want to enable this feature if the installer was invoked from another thus preventing it from being hidden when a user has multiple applications / windows opened.

You can move the application window to the top using scripting. See Screen.GetProperties() to get the handle, and Window.SetOrder() to set the z-order.
