How to get a new modern setup theme/skin?

What's the best approach to get a fresh modern setup theme or skin? I looked at the manual and tried to adjust it without success. It always looks like an old Windows XP or Vista theme. How can I get a setup that looks modern like a Windows 10 setup? Can they be downloaded anywhere? The ones I've seen in the installation folder a very old.
