What are the best build option you know for a maximum compression of Web Single File?

While the exact result depends on the files to be compressed, as a general rule, you will get better compression with LZMA2 high algorithm, and a greater dictionary size than the default. Start with the default setting and increase the dictionary size until you see no further reduction in file size (or it becomes insignificant). If you have similar files in your package, then increasing the word size may further decrease the resulting package. However, changing these settings may impact the time required to build the package. Check the product documentation for a more detailed description of the options and their meaning/impact.
