File name missing from target

After using the installer to build app and install a file name is missing from the target preventing the app from opening. I can manually enter the file name and the app works but am unsure how to add this to the build.
The file properties as installed are attached, the "finance.lbr" file is missing
The correct file properties as they should appear is also attached.
Both the OMNIS7.exe and finance.lbr files are in the files for the build ..... see attached.
I have also included attachment of OMNIS7 properties before install build has been run
Is anyone able to assist with how I set this up correctly.

If you need to pass this file "finance.lbr" as an argument to the application, then set this as the command line argument on a shortcut, second tab on last image you attached.
