queried the registry entry is NET Framework 3.5 * or 4.0 *
should not exist * or ** the entry should be then get the following note:

Caution: Install NET Framework 3.5 or 4.0!

The program should be installed only if one of the NET Framework version is installed on the system!!

How do I go from here?

look at the source for the .net dependencies. You can use that as a basis for when to install or not install.
There is also code w/in these forums on how to detect .net version...
