Running Installer on Free Hyper-V Server 2012

When running an installer created with Setup Factory 9.2 on the free version of Hyper-V 2012, an error is encountered:

irsetup.exe - System Error
---------------------------
The program can't start because oledlg.dll is missing from your computer. Try reinstalling the program to fix this problem.
---------------------------

This same installer runs fine on Windows Server 2012 and 2012 R2.

Is there any way around this issue or if not, will installations on free Hyper-V 2012 be possible in any future release?
